PICCR Advisory - Our services are available online

With the various measures in place in different parts of the Philippines and of the world to control the spread of COVID-19, PICCR’s physical offices have been closed until further notice. Recognizing, however, that arbitration is one of the more effective tools for efficient resolution and/or management of disputes, PICCR's services continue to be available to those who wish to avail themselves of arbitration administration and arbitration-related services to preserve, commence and/or seek resolution of their claims. These services may be availed of, including commencement of arbitration proceedings, entirely online.

Arbitration may be commenced with the PICCR online, following the procedure below:

A. Commencing arbitration proceedings

  1. For administrative queries, please communicate with the PICCR Secretariat via email at caseadmin@piccr.com.ph, or contact Atty. Michael T. Macapagal, PICCR Deputy Secretary General for Case Administration, at +63 917 819 4942.

  2. Submit the Request for Arbitration (Request) by email to caseadmin@piccr.com.ph. The Request should contain the required information enumerated in Article 4(3) of the PICCR Rules.

  3. The non-refundable filing fee of Php 25,000.00 should be deposited to the following PICCR bank account:

    Account Name: Philippine International Center for Conflict Resolution, Inc.
    Account Number: BDO Current Account No. 002118028761

    The deposit slip should be sent by email to caseadmin@piccr.com.ph together with the Request or as soon as possible after its transmission.

  4. Within 24 to 48 hours from receipt of the Request and the proof of payment of the required filing fee, the PICCR Secretariat will transmit a copy of the Request and its annexures to the Respondent

  5. The Respondent may file its Answer to the Request or make any appropriate requests (e.g., extension of time) within the period provided under the PICCR Rules. Any Answer should be filed with the PICCR Secretariat and served on the Claimant by e-mail.

  6. All subsequent communications to and from the PICCR Secretariat relating to an arbitration, including further submissions (e.g., Reply), correspondences relating to the payment of advances on costs and the constitution of the Arbitral Tribunal in accordance with the PICCR Rules, will first be transmitted via email, with original hard copies to follow if subsequently required by the Arbitral Tribunal.

  7. The parties are free to agree on the process for the appointment of the Arbitral Tribunal, taking into consideration the requirements of independence and impartiality and other contractually agreed qualifications. In the absence of an agreement, the procedure in the PICCR Rules will apply.

  8. For inquiries about fees, arbitrators and other matters relating to PICCR arbitration services, please send an email to caseadmin@piccr.com.ph.

B. Application for Emergency Relief

  1. Applications for emergency relief (“Application”) under the PICCR Rules, which can be included in the Request or filed separately, should be similarly filed by email at caseadmin@piccr.com.ph. If possible, please notify us in advance (using the same email address) of any intended application so that we may make the necessary arrangements.

  2. The emergency arbitration fee of PhP 150,000.00 should be deposited to the following PICCR bank account.

    Account Number: BDO Current Account No. 002118028761

    The deposit slip should be sent by email to caseadmin@piccr.com.ph together with the Application or as soon as possible after its transmission.

  3. Within 48 hours from receipt of the Application and the proof of payment of the emergency arbitration fee, the PICCR shall appoint an emergency arbitrator. Once the emergency arbitrator is appointed, the PICCR Secretariat will inform the parties and transmit the file to the emergency arbitrator.

  4. All subsequent communications to and from the PICCR Secretariat relating to the application, including further submissions which may be required by the emergency arbitrator, will first be transmitted via email, with original hard copies to follow if subsequently required by the emergency arbitrator.

  5. For inquiries about fees, emergency arbitrators and other matters relating to PICCR emergency arbitration services, please send an email to caseadmin@piccr.com.ph.
